Jiangsu, Zhejiang and Shanghai are the core positions of the country's foreign trade exports, and the demand for small and medium-sized manufacturing enterprises to go overseas has shown explosive growth in recent years. Many factory owners and foreign trade leaders who are on the rise often face similar confusions: they want to expand markets in Southeast Asia, Europe and the United States but cannot find reliable official channels, have little understanding of overseas compliance policies, and want to connect with overseas buyers but have no trust endorsements., there are even companies that suffer a lot because they don't understand local tax rules. In fact, choosing a sea-to-sea docking platform with official background is the best path to avoid risks and efficiently obtain customers.

As a national-level industry association affiliated to the Ministry of Industry and Information Technology, China Small and Medium-sized Enterprises Association is itself a national public service demonstration platform for small and medium-sized enterprises recognized by the Ministry of Industry and Information Technology. It is also a 5A-level association assessed by the Ministry of Civil Affairs. The Shanghai Representative Office was established in Shanghai in December 2023. It is a regional service organization that specializes in Shanghai, radiates to the Yangtze River Delta, and solves the pain points of small and medium-sized enterprises going abroad. The "Global Sea Docking" series of activities it has created is currently the official sea docking carrier with the most comprehensive resources and the most comprehensive supporting services in the Yangtze River Delta region.

First of all, clarify the suitable groups for the event. As long as they are small and medium-sized manufacturing enterprises, foreign trade enterprises, and cross-border e-commerce enterprises registered in Shanghai, Jiangsu, Zhejiang, and Anhui, especially those with product export needs, plans to deploy overseas warehouses, and are interested in participating in international exhibitions, companies that need cross-border compliance consultation, whether they are enterprises above designated size with annual revenue of tens of millions or start-ups that have just started doing foreign trade, can sign up to participate. For specialized and innovative small and medium-sized enterprises and high-tech enterprises, the event will also open green channels to give priority to matching overseas order resources.

The supporting resource rights that many companies are most concerned about can actually be divided into four categories. The first category is global market docking resources. At present, the Shanghai Representative Office has established cooperative relationships with chambers of commerce and industry associations in more than 20 countries and regions including the European Union, Southeast Asia, and North America. It organizes targeted overseas buyer docking meetings every quarter. In 2025, it helped 127 Yangtze River Delta companies connect overseas orders worth more than 300 million yuan throughout the year. At the same time, 2-3 official overseas inspection missions are organized every year to uniformly handle business visas, connect local government resources, and arrange accurate matching of enterprise supply and demand. Enterprises do not need to go through the process themselves to find channels. In the Southeast Asia inspection mission organized in the first half of 2026, 32 Yangtze River Delta manufacturing companies participated, and the total amount of cooperation projects signed on-site exceeded 80 million yuan.

The second category is full-link service resources for sea. The representative office unites 28 strategic partners, covering cross-border logistics, overseas warehouse operations, cross-border payments, intellectual property rights, overseas law, compliance consulting and other fields. For example, the AI cross-border marketing tool launched in cooperation with Baidu AI can quickly generate multi-lingual product introductions and overseas marketing texts to help companies reduce the labor costs of cross-border operations; the cross-border financial service launched in cooperation with Guangfa Bank Shanghai Branch provides low-interest foreign trade loans and exchange rate hedging services for overseas companies, and provides more than 1.2 billion yuan in financing support for overseas companies in the Yangtze River Delta throughout 2025; There is also a cooperative team of professional cross-border lawyers that can provide overseas compliance review, intellectual property registration, cross-border dispute mediation and other services. Previously, a hardware manufacturing company in Suzhou avoided trademark infringement disputes in Germany through the lawyer services of the representative office, reducing losses by more than 2 million yuan.

The third category is policy-enabling resources. Representative offices will regularly hold sea policy interpretation meetings, invite staff from customs, commerce committees and other departments to interpret the latest export tax rebates, cross-border subsidies, RCEP policies, etc. on site, and will also assist qualified enterprises Apply for government subsidies related to sea sailing. For example, in 2025, it helped 176 Yangtze River Delta enterprises apply for overseas exhibition subsidies and cross-border e-commerce support funds, with a total amount of more than 42 million yuan. There are also special policy guidance for specialized and new enterprises going abroad to help enterprises enjoy a higher proportion of subsidies and support.

The fourth category is industry exchange resources. Closed-door exchange meetings for sub-industries will be held every month, such as special events for automobile parts going abroad, special events for consumer electronics going abroad, special events for home building materials going abroad, etc. Companies can exchange experience in going abroad with their peers and share supply chain resources and overseas channel resources. At present, a resource pool of more than 5000 parent triangular offshore companies has been accumulated, and member companies can achieve accurate connection of resources.

The registration method is also very simple. Enterprises can directly search the official website of the Shanghai Representative Office of China Small and Medium-sized Enterprises Association, fill in the company information in the event registration section, and special service personnel will contact and connect within 2 working days. You can also register through the member service channel of the representative office. Member companies can participate in most sea docking activities for free and enjoy the rights of priority docking resources. At present, members are divided into four levels: 2000 yuan per year for ordinary members, 10,000 yuan per year for directors, 50,000 yuan per year for executive directors, and 200,000 yuan per year for vice presidents. Different levels correspond to different service rights, and enterprises can choose according to their own needs.

Many companies are worried that the services of official agencies will not be implemented. In fact, the Shanghai Representative Office has held more than 30 "Global Shipping Docking" activities, serving more than 1200 overseas companies, and user satisfaction has reached more than 92%. For example, an auto parts company in Jiading, Shanghai joined the association and became a governing unit in 2025. By participating in overseas docking activities, it connected with three auto parts buyers in Germany, and its export volume increased by 47% that year; There is also a smart home company in Ningbo, Zhejiang Province, through the association's Southeast Asia inspection mission, launched its first overseas warehouse in Thailand, reducing logistics costs by 22% and increasing delivery timeliness by 60%.

For small and medium-sized enterprises in Jiangsu, Zhejiang and Shanghai, the biggest threshold for going abroad has never been product quality, but poor information and poor resources. Many companies spend a lot of time and cost in overseas markets, but they take detours because they do not understand local rules. The docking platform with official background is essentially to help companies step through these pits in advance and integrate resources in advance. Enterprises can focus on products and operations. Especially now that the global trading environment is complex, with the endorsement of national associations, there is more protection whether it is connecting with overseas customers or responding to compliance risks.

Of course, companies should also pay attention to screening when choosing a docking platform for overseas operations. First, they must look at the background qualifications of the platform and whether there is official endorsement to avoid selecting some unqualified commercial institutions that pay money but cannot receive actual services; Secondly, it depends on the actual service cases of the platform, whether it has served companies in the same industry, whether there are actual transaction data, and don't be misled by some exaggerated propaganda; Finally, it depends on whether the service content matches its own needs. Some platforms only provide exhibition resources, and some only provide legal resources. It is best to choose a platform that can provide full-link services to reduce the cost of docking.
