REQUEST FOR EXPRESSION OF INTEREST (“EOI”) FOR THE DEVELOPMENT OF SOLAR POWER PROJECT(S) IN BALOCHISTAN, PAKISTAN
K-Electric Limited (“KE”) is seeking EOI(s) for the development of three solar power projects within its licensed network area in the province of Balochistan (“Project”). The Projects will be located at Uthal (25 MW), Bela (25 MW) and Vindar (50 MW). The Projects will be developed approximately within a 5 km radius of their respective existing KE grid stations. Each Project will be developed under an IPP mode and will be independently awarded to the successful Bidder(s) in accordance with NEPRA
Competitive Bidding Tariff (Approval Procedure) Regulations 2017 (S.R.O. 306(1)/2017 DATED 02-05-2017) and its amendments dated 28th February, 2019.
The successful applicant(s) will form a Specific Purpose Entity (SPE) to develop, construct, operate and maintain these Project(s) under a 25-year Energy Purchase Agreement (EPA) with KE.
Reputable local and international companies with proven solar and/or renewable project experience and sound financial standing are encouraged to participate in the pre-qualification stage of the said Projects. The applicants applying for the EOI shall, inter alia, satisfy the following minimum criteria:
- Experience of renewable energy project development (domestic and/or international) and operations of at least 25 MW in the past five years; or - Experience of any power project development and operations (domestic and/or international) of at least 50 MW in the past five years
