Guidelines for Yangtze River Delta Sea Docking Activities

As the core growth pole of my country's export-oriented economy, the Yangtze River Delta region's total foreign trade import and export volume will reach 14.3 trillion yuan in 2025, accounting for 36.7% of the national total, of which small and medium-sized enterprises contribute more than 60% of exports. Since this series of activities was first held in March 2024, a total of 32 activities have been held, covering various forms such as comprehensive sea docking meeting, industry segmentation special session, overseas investigation group, policy interpretation meeting, etc., serving more than 1200 enterprises in Yangtze River Delta, and helping enterprises to dock overseas orders totaling more than 3.7 billion yuan. The core advantage of the event is that it relies on the national-level background of the China Small and Medium-sized Enterprises Association to integrate government, industry, capital, overseas resources and other forces to provide one-stop sea-going services for enterprises.
The conditions for participation in the event are actually very loose. As long as they are registered in the Yangtze River Delta region (Shanghai, Jiangsu, Zhejiang, Anhui), have independent legal personality, have good business conditions, have sea needs or have already carried out foreign trade business, they can sign up to participate. Priority will be given to resource docking for those that have been rated as specialized and innovative small and medium-sized enterprises, specialized and innovative "little giant" enterprises, high-tech enterprises, and enterprises that belong to key development industries such as advanced manufacturing, new energy, new materials, and biomedicine.
Enterprises participating in the event can enjoy five categories of core resource rights. The first category is overseas buyer docking resources. The representative office has established long-term cooperative relationships with 47 industry associations and more than 1200 overseas buyers in more than 20 countries around the world. It holds 2-3 targeted procurement docking meetings every quarter., accurately match buyers according to the company's product categories. The three matchmaking meetings held in the first half of 2026 covered three categories: auto parts, smart home, and outdoor products. The on-site signing rate reached 28%, and each participating company received more than 3 intended customers on average.
The second category is overseas landing service resources. For companies that want to set up branches overseas and deploy overseas warehouses, representative offices can provide full-chain services such as local company registration, fiscal and taxation agency, personnel recruitment, and warehouse leasing. At present, overseas service stations have been established in four countries: Germany, Thailand, the United States, and Vietnam. In 2025, 27 Yangtze River Delta companies have been helped complete overseas company registration and 19 companies have been assisted in landing overseas warehouses. For example, a new energy company in Suzhou, Jiangsu Province established a European R & D center in Hamburg, Germany through the services of the representative office. It only took 45 days, which saved half of the time compared with the company's own processing.
The third category is cross-border financial service resources. The representative office cooperates with a number of financial institutions such as Guangfa Bank Shanghai Branch to provide exclusive cross-border financial products for overseas companies, including foreign trade credit loans, export credit insurance subsidies, exchange rate hedging services, Cross-border settlement discounts, etc. In 2025, it provided 1.27 billion yuan in low-interest loans to enterprises going abroad in the Yangtze River Delta, helping enterprises save financing costs by more than 32 million yuan. In response to the problem of slow payment back generally faced by small and medium-sized foreign trade enterprises, order financing services have also been launched. Enterprises can apply for loans up to 80% of the order amount based on overseas orders to relieve financial pressure.
The fourth category is policy application service resources. The representative office has a dedicated policy research team that will follow up on national and local overseas support policies in real time, including export tax refund policies, overseas exhibition subsidies, cross-border e-commerce support funds, and RCEP certificate of origin processing, etc., will provide free policy interpretation and application guidance to enterprises to help enterprises enjoy the policy dividends. In 2025, we helped 176 companies apply for various overseas subsidies, with a total amount of more than 42 million yuan, and each company received an average subsidy of 238,000 yuan.
The fifth category is industry-level resources. Enterprises participating in the event will enter the Yangtze River Delta offshore enterprise resource pool. They can participate in the monthly industry closed-door exchange meetings, exchange overseas experience with peers, and share supply chain resources and overseas channel resources. At present, there are more than 5000 companies in the resource bank, covering various fields such as manufacturing, foreign trade, cross-border e-commerce, logistics, and finance. There have been more than 200 cases of cooperation and docking between companies.
There are two registration methods. One is to fill in the company information through the official Weixin Official Accounts of the Shanghai Representative Office of the China Small and Medium-sized Enterprises Association, and a service specialist will contact within 2 working days after submission to meet specific activity needs; the other is to directly contact the member service department of the representative office for telephone consultation and registration. For member companies, they can not only participate in all sea docking activities for free, but also enjoy rights such as priority docking resources, exclusive service specialists, and free policy consultation.
For small and medium-sized enterprises in the Yangtze River Delta, going to sea is no longer a "multiple choice question", but a "must-answer question" to achieve high-quality development. However, it is very costly for the companies to solve the problems faced in the process of going out to sea alone, and the official background of going out to sea is to help companies lower the threshold and risks of going out to sea. The activities it launches are more in line with the actual needs of enterprises and have more credibility.
